Scrutiny Exchange Live!

For the first time, CfPS is bringing the online scrutiny exchange network to life at our 2010 conference. We will be asking our delegates to bring their knowledge and expertise into this forum to share and learn from each other.

Scrutiny Exchange Live provides the perfect opportunity for you to set the agenda. The Exchange will have 6 zones reflecting issues facing local communities - democracy, health and wellbeing, crime and disorder, children and young people, economy and community. Running throughout the day, delegates will be able to suggest any pressing issues they may have in relation to these themes. The most popular topics will be identified and delegates will be able to join in discussions in the relevant zones.

Scrutiny Exchange Live allows you to raise your important issues and gives you the chance to share your experience and to learn from others. We hope these focused sessions will be the catalyst for turning thoughts and ideas into action!

THE ZONES

Children & Young People

Safeguarding, education and anti-social behaviour are never far from the headlines. How can non-executives work together with inspectors and regulators to make sure that children and young people have the protection they need, together with opportunities to learn and develop skills to live happy and healthy lives?

Community

With trust in public services and the numbers of people voting in elections at an all time low, how can non-executives across the public sector best work together to help restore faith in decision making? How can the work of non-executives contribute to wider public engagement and help to build cohesive communities during difficult economic times? What opportunities do CAA and Total Place provide for non-executives to tackle social inequalities?

Crime and Disorder

With changes in legislation presenting new challenges for accountability and directly affecting how Crime and Disorder issues are scrutinized what will police authority accountability look like if Conservative plans for directly elected police commissioners come to fruition? How can overview and scrutiny add greatest value in scrutinising Crime and Disorder Reduction Partnerships? How can we get to the bottom of public perceptions of crime where they do not reflect the data available?

Democracy

Elected politicians provide the primary means for democratic accountability in this country.

How should national and local politicians, and those who support them, try to capitalise on the opportunities that this brings? What can be done to reduce the “democratic deficit” experienced across many parts of the public sector? What is the role for those who have an official role in holding people to account, but who have not been elected? Is there a tension between the need for those who hold decision-makers to account to reflect and evaluate local opinion, and the need for politicians to “represent” people and their opinions?

Economy

This will provide delegates with an opportunity to discuss issues relating to the investigation of the economy and the impact of the recession. For example - how do decisions made by the local councils have an impact on the local economy? Is it unrealistic to expect councils to take a leading role in “planning” economic development? To what extent can and should local authorities and their partners work with local businesses – and what happens when conflicts arise with sub-regional and regional policy? Most importantly, what role should other politicians and stakeholders have in contributing to this fast-moving agenda?

Health & wellbeing

This zone will be a focal point for discussion and information about health and social care services and broader public health and wellbeing issues. How will local communities address health inequalities, improve the quality of services, integrate health and social care, ensure that commissioners understand and respond to the needs of local communities, public engagement and local accountability in healthcare?
